Off-plan investment

Dubai off-plan investment properties

What off-plan buyers in Dubai paid over the last year, where the entry points are today, the protections Dubai law gives buyers, and the checks to run before you invest.

Dubai off-plan in numbers

In 2025 Dubai recorded more than 270,000 real estate transactions worth AED 917 billion, 20% more than in 2024, according to the Dubai Media Office, and transactions in the first quarter of 2026 reached AED 252 billion, up 31% on a year earlier. Dubai's population passed 4.58 million at the end of 2025, up 7.5% in a year (WAM).

Our analysis of the Dubai Land Department's open transaction data shows how much of the residential market is off-plan, and what buyers paid, in the 12 months to Q2 2026:

How an off-plan investment makes, or loses, money

An off-plan home can pay you in two ways: a change in its value between the price you agreed and the day you sell, and rent once it is handed over. Neither is guaranteed, and neither arrives before handover unless you sell your contract on.

Take Azizi Sikander, from AED 550,000 on a 10/40/50 plan. Reserving takes AED 77,020 including the Oqood fee; then AED 220,000 in instalments and AED 275,000 at or after handover. If the value has moved by handover, the change applies to the whole price, while until then you have paid only part of it. That magnifies gains and losses alike.

Rent is measured as a yield: a year's rent divided by the price. Gross yield ignores costs; net yield takes off the service charge, letting and maintenance costs and empty months. DLD publishes no yield statistic; these are data firms' and portals' gross yields on apartments:

AreaProperty Monitor, August 2026Bayut, H1 2026

Business Bay5.92%6.29%

Al Furjan7.08%7.69%
Dubai Sports City7.76%8.12%
Dubai Silicon Oasis6.69%8.23%
International City8.93%8.79%

Bayut's figures are based on advertised asking prices, so they run higher. These are gross yields on let, ready apartments, not a promise for an off-plan home once it is handed over. Service charges in Dubai explains what comes off, and renting out property in Dubai the letting rules.

The risks, and what Dubai's rules do about them

RiskWhat protects youWhat to check
The developer does not finishPayments sit in the project's escrow account and can be used only to build it (Law No. 8 of 2007). If a project never starts, or RERA cancels it, buyers' payments must be refunded. The escrow account number on the advert and in the agreement, and progress on DLD's Project Status Enquiry
Handover is lateThe sale agreement sets the completion date and what happens if it slips. The delay clause and any compensation
You cannot keep payingAfter a 30-day notice through DLD, the developer may terminate and keep up to 40% of the unit's value on a project more than 60% complete, or 25% below that (Law No. 13 of 2008, as amended by Law No. 19 of 2020).Your cash for every stage, not just the booking
You want to sell before handoverA resale must be entered in the interim register or it is void (Article 3, Law No. 13 of 2008); developers set their own conditions for a resale NOC.The developer's resale conditions, in the agreement
Prices fallNo rule protects against this, and it happens: ValuStrat's residential price index fell 4% in the second quarter of 2026.The price per sq ft against similar homes nearby, and new supply due in the same area
Running costs riseService charge budgets are approved through Mollak and published in DLD's Service Charge Index. The service charge per sq ft in comparable buildings

An investor's checklist

  1. The developer. Its completed projects, and whether it handed them over on time.
  2. Escrow and permit. The project's escrow account number and the Trakheesi permit for the unit itself; DLD's Project Status Enquiry shows the completion percentage and the escrow bank.
  3. The price. The price per sq ft against ready homes nearby. See Dubai property prices.
  4. Your cash flow.Everything due before handover, and how you will pay at handover: savings, or a mortgage of up to 50% of an off-plan home's price.
  5. The rent. What the home could let for, after the service charge and letting costs.
  6. The way out.The resale conditions before handover, and who will buy or rent the home after it.
  7. The handover date. The expected date and the delay clause in the agreement.
  8. The full cost. The 4% Oqood fee plus AED 20, any developer fees, and service charges. The buying costs calculator adds them up.

Ways out: selling or letting

  • Selling before handover: the sale is entered in the interim register, the developer issues its NOC on its own conditions, and DLD charges 4% of the sale value, shared equally unless agreed otherwise. See selling off-plan before handover.
  • Selling after handover: once the title deed is issued, like any ready home; the buyer customarily pays the 4% transfer fee.
  • Letting: an annual tenancy registered on Ejari, or short stays with a holiday home permit. See renting out property in Dubai.

Questions buyers ask

Is off-plan property a good investment in Dubai?

It can be, but nothing about it is guaranteed. Off-plan was 76% of Dubai's residential sales in the year to Q2 2026, by our analysis of DLD data, which shows the demand. Whether a particular home makes money depends on its price against similar homes, the rent it can earn after handover, its running costs and the developer handing over on time.

How much do I need to invest in Dubai off-plan?

Enough for the booking payment, 5% to 20% of the price on the projects we track, and the 4% Oqood fee plus AED 20. On a AED 700,000 home with a 10% booking payment that is AED 98,020. See what different budgets reserve.

Can foreigners invest in off-plan property in Dubai?

Yes, in Dubai's freehold areas, where buyers of any nationality can own property outright, without needing UAE residency.

Can I sell an off-plan property before handover?

Yes, if the developer's conditions are met: the resale must be entered in the Dubai Land Department's interim register, and developers set their own conditions for a resale NOC, including a minimum share paid, such as Ellington's 30%. See selling off-plan before handover.

Does an off-plan property qualify for the Golden Visa?

The federal ICP lists off-plan units worth at least AED 2 million bought from an approved developer as eligible (September 2026). DLD's Golden Visa service still lists a title deed among its documents, so confirm with DLD or GDRFA before buying with the visa in mind; the Golden Visa guide sets out the published rules.

What rental yield can I expect from an off-plan property?

None is guaranteed, and an off-plan home earns no rent before handover. As a guide, Property Monitor put the average gross yield on Dubai apartments at 6.66% in August 2026, from 5.92% in Business Bay to 7.76% in Dubai Sports City. The net yield is lower once the service charge, letting costs and empty months come off.
